Keepmoat Homes: Harrogate Road, Ripon

Keepmoat Homes is preparing proposals for a new residential development on the southern edge of Ripon. This page presents the emerging plans for the site and provides an opportunity for local residents and stakeholders to share their views before a planning application is submitted to North Yorkshire Council.

The vision for the site is to create a high-quality, well-designed place to live that delivers much-needed new homes, supported by attractive streets, landscaped areas and high-quality green spaces.

The Site

The site is located to the south of the A61, on the opposite side of the road to Morrisons. The location plan can be downloaded from the bottom of this page. 

The site is located in a suitable location to meet the need for new homes, it is well located with ideal access to central Ripon and good public transport networks.

 The proposed development

  • 190 new dwellings, including 76 affordable homes ranging from 1 to 5 bedrooms in size and different types.
  • Homes arranged to overlook streets, footpaths and open spaces.
  • A focal open space is located at the heart of the development along with a children’s play area at the east of the site, which helps to create a strong sense of place and encourages everyday social interactions.
  • Green space is a key element of the proposed development. Landscaping is integrated throughout the site to enhance visual amenity, provide opportunities for recreation, and create a network of connected footpaths that support leisure and informal outdoor activity.

What Happens Next

We will be considering the comments received before finalising our plans and submitting a planning application to the Council, expected in July 2026.

As part of the preparation of the planning application, a programme of technical assessments and surveys has been undertaken to ensure that the proposed development is appropriately informed by the characteristics and constraints of the site. 

These assessments provide a detailed understanding of the site and its surroundings and help to shape the design and layout of the scheme. They also identify any potential environmental, landscape, infrastructure, or technical considerations that need to be addressed through the planning process.

A range of specialist studies has been commissioned, including ecological surveys, tree and arboricultural assessments, highway and transport investigations, drainage and flood risk assessments, and ground and geotechnical investigations. In addition, a Landscape and Visual Impact Assessment (LVIA) is being undertaken to evaluate how the development may be perceived within the surrounding landscape and to inform measures that can minimise visual effects.

The findings of these technical assessments are being used to guide the evolution of the proposals, helping to ensure that the development responds sensitively to its context while delivering a well-planned and sustainable scheme. The completed reports will form part of the planning application submission and will provide the evidence base required to support the proposals.
