Land off Hornbeam Park Avenue, Hornbeam Park - Residential

On behalf of Hornbeam Park Developments Ltd, Johnson Mowat is preparing an Outline Planning Application for up to 53 homes on land west of Hornbeam Park Avenue, Hornbeam Park.
The site adjoins the existing Hornbeam Park Estate, between the Hospice and the railway. The established tree-lined boundary to the south provides a natural edge between the site and the wider countryside.
The Outline application will seek to establish the principle of residential development for 53 homes. The plans available at this stage are illustrative and show how the site could be developed. Detailed matters including access, layout, landscaping, scale and appearance would be considered at a later stage.

Why now? Meeting Local Housing needs
There is a significant need for new housing in the Harrogate area. The Council's published position identifies a housing land supply of 2.2 years, substantially below the five-year supply required to meet on-going housing need in the district.
The proposals would make a timely contribution towards addressing this shortfall, providing up to 53 new homes in a well-connected location adjoining the existing Hornbeam Park Estate.
The scheme also provides the opportunity to deliver a significant proportion of affordable housing, helping to meet a range of local housing needs. Subject to negotiation with the council this site could deliver the policy requirement for affordable homes plus the remainder as 'additional affordable homes'.

The site is located within Hornbeam Park and benefits from convenient access to:
- Hornbeam Park Railway Station
- A wide range of local employment opportunities
- Harrogate College and higher education
- Existing leisure and hospitality facilities
- Walking and public transport connections to the wider Harrogate area
Our approach
The emerging concept has been designed to respond to the site's location, landscape features and existing surroundings. As discussed above this design is indicative due to the proposals' Outline nature but shows what could be delivered on site in the subsequent 'Reserved Matters' Application should the principle of development be found acceptable by the LPA. It could provide:
- Up to 53 new homes, including a mix of 1, 2, 3 and 4-bedroom properties
- Up to 21 Section 106 affordable homes
- Potential for up to 32 additional affordable homes, subject to agreement with North Yorkshire Council
- Vehicle access from Hornbeam Park Avenue
- Improvements to the existing Public Right of Way, including a pedestrian-priority crossing
- Public open space to the north and south of the site
- A woodland walk through the existing eastern tree belt
- A layout designed to maximise south-facing gardens
- Solar panels and/or air-source heat pumps to every home
- Funding of long-term habitat creation, protection and management
