Land to the south of Sugar Hill Farm, Stockton Lane, York - Community Re-consultation

Taylor Wimpey have submitted an Appeal to the Planning Inspectorate against the City of York Council's decision to refuse Outline Planning Permission (Application Ref: 24/02302/OUTM).

The proposed residential-led development forms the northern parcel of allocation "ST7" of the adopted City of York Local Plan. ST7 is a new Garden Village east of Heworth and Osbaldwick to comprise 845 dwellings in total. The development proposal is now at Public Inquiry (appeal) stage. 

The purpose of this reconsultation exercise is to inform that the description of development for Application 24/02302/OUTM has been amended as part of the appeal APP/C2741/W/25/3375090. The revised wording is as follows:-

Outline Planning Application with all matters reserved (save for the point of access details of Stockton Lane) for up to 380 dwellings (including 2 gypsy and traveller pitches), community facilities/childcare provision/retail unit and associated works.

There has been a minor change of description, to include 2 gyspy and traveller pitches, in accordance with the Council's planning policy. 

Following comments from the Council's education consultee, Early Years education will be provided for via financial contribution. 

For the avoidance of doubt, the proposals for the Outline Planning Application are for the delivery of up to 380 residential units (which includes 2 gypsy and traveller pitches), access into the site, open space and sport provision, community facilities, retail unit and associated works.

The application which was refused by the Council in May 2025 is to be considered at an appeal event starting on 10th March 2026.

Day 1 - 10am 10th March 2026 - The Milner Hotel, Station Road, York, YO24 1AA

Day 2 - 10am 11th March 2026 onwards - Friends Meeting House, York, YO1 9RL
